摘要
安全、环境与健康(HSE)管理体系是国际石油石化行业广泛推行的先进管理方法,它强调通过系统化预防管理机制以彻底消除各种事故、环境污染和职业病隐患,从而提高企业的安全、环境与健康业绩。本文对含油气管道施工动火的风险进行归类分析,对其中存在的重大安全环保隐患依据中石油HSE管理体系进行归纳总结,并提出改进措施。
Safety, environment and health （HSE） management system is the advanced management method which is widely implemented in international petroleum and petrochemical industry. HSE system emphasizes the thorough elimination of all kinds of accidents, environmental pollution and occupational hazards by systematic management mechanism and thus improves the safety, environment and health performance of the enterprise. The paper makes the classification and analysis for oilfield pipeline construction hot work points and summarizes the major safety risks of environmental protection according to CNPC HSE management system and puts forward the improving measures.
