摘要
１９９８年３月开行的成都—上海行包专列，其运行时间、运费价格、服务水平等方面都优于公路运输，但由于成都及其周围地区没有充足的行包货源，使成都铁路局行包运输增运不增收，其根本原因在于铁路政企合一的经营体制。铁路要真正面对市场竞争，必须解决管理体制的变更，做到产权明晰，政企分开，还要建立区域性运输价格体系。
The travel time, freight rate, service quality, etc. of the special parcel train between Shanghai and Chengdu which began its operation from March, 1998 are superior to road transport. However, the revenue of parcel transport of Chengdu Railway Administration didn′t rise with txe increase of volume of parcel transport due to the insufficient parcel source around Chengdu distryct. The radical cause was the operation system of integrating government function and enterprise function. To face the market competition, the railway must solve the problems of management system. The property right should be clarified, the function of government should be separated from the function of enterprise, also the regional transport rate should be established.
