On the basis of having defined the intension of assets operation and having analyzed its necessity, the significance, mechanism & principle and the design of scheme of creating “shell” to enter into the stock market, which is an important means of assets operation for railway enterprise, were studied, in order to make the flows of capital, information and benefit circulate better during the creation of “shell”.
