欠发达地区农村社区卫生服务站服务能力评价指标体系研究

Evaluation Indexes System for Service Capability of Rural Community Health Service Stations in Less-developed Areas

目的构建一套适于欠发达地区农村社区卫生服务站发展现状的、实用的服务能力评价指标体系,从而客观评价其服务能力。方法采用文献法和专题小组讨论法拟定框架,开展两轮改进的德尔菲法筛选指标,综合使用层次分析法与秩和比法计算权重,选择已开展农村社区卫生服务工作的试运行单位进行评价。结果两轮德尔菲法专家的权威系数分别为0.784和0.803;专家意见的协调系数分别为0.344和0.354;最终确定一级指标4项,二级指标15项,三级指标60项;基础建设、基本功能、管理培训、需方情况4项一级指标的权重分别为0.3091、0.4074、0.1150和0.1685。7个农村社区卫生服务站的服务能力最高分为891分,最低分为514分。结论构建的评价指标体系综合考虑了欠发达地区农村社区卫生服务站服务能力的各方面,具有一定的实际应用价值。

Objective To establish an index system which is suitable for the development status of rural community health service （CHS） stations in less-developed areas and can be applied practically so as to evaluate the service capability objectively.Methods Literature method and focus group discussion method were used to draw up the frame of evaluation index system;improved Delphi method was carried out two rounds to select the indexes;Analytic Hierarchy Process （AHP） and Rank Sum Ratio （RSR） were comprehensively adopted to calculate the weight value of indexes.The pilot units which have carried out rural CHS work were chosen to be evaluated.Results The expert authority scores of two rounds were 0.784 and 0.803;and the coordination coefficients of expert opinion of two rounds were 0.344 and 0.354 respectively.Four classⅠindexes,fifteen classⅡindexes and sixty class Ⅲ Indexes were finally developed.the weights of four classⅠindexes consisting of the infrastructure,basic function,management and training,and demander were 0.3091,0.4074,0.1150 and 0.1685.The highest score among the seven rural CHS stations was 891,and the lowest was 514.Conclusion The established evaluation indexes system took every aspects of service capability of rural CHS station into consideration,and it has a certain value in practical application.
