国家采取多项综合措施确保“十一五”节能减排任务完成

China Takes Multi-pronged Approach to Ensure Achievement of Energy Saving and Emission Reduction Objectives in Eleventh-Five-Year-Plan

中国人口众多,正处于工业化和城镇化快速发展时期,能源消费仍处于增长阶段。目前,中国的人均能源消费量只有美国的1/5。"十一五"以来,中国以较低的能源消费增长支撑了国民经济较快发展,"十一五"前四年,中国万元GDP能耗由1.276t标准煤下降到1.077t标准煤,年均下降4.15%。2010年是"十一五"规划最后一年,为完成"十一五"期间实现全国单位GDP能耗下降20%的节能减排目标,国务院各部委纷纷出台相应的措施,采取法律、行政、经济等多种手段,力争确保这一目标的顺利实现。未来5～10年,国家将进一步加大产业调整力度,大力发展新能源,逐步减少传统能源在能源需求中的比重,预计"十二五"期间,中国的煤炭在能源结构中的比重将由目前的70%下降到63%,中国风电、太阳能等可再生能源利用规模将达到1.1×108t标准煤;在2020年之前国家将投入5万亿元用于新兴能源产业建设;同时,国家还将重点推广257项新技术,支持新能源发展。

China has a large population and is now in the stage of fast industrialization and urbanization and its energy consumption is still on the rise.China′s per capita energy consumption is only one fifth of that of the United States.Since the start of the Eleventh-Five-Year-Plan,China has managed to sustain the rapid growth of its economy while maintaining a relatively low rate of growth of energy consumption.In the first four years of the start of the Eleventh Five Year Plan,China′s energy consumption for producing 10,000 Yuan of GDP dropped at an annual rate of 4.15% to 1.077t of coal equivalent from 1.276t.2010 is the last year of the Eleventh Five Year Plan.In order to meet the national objective of reducing the country ′s unit GDP energy consumption by 20%,many ministries have enacted new policies in a bid to ensure the achievement of the above objective using a multi-pronged approach including legal,administrative and economic methods.Over the next 5-10 years,China will step up its adjustment of industrial structure,promote the development of new energy and gradually reduce the share of traditional energy sources in its energy mix.In the Twelfth Five Year Plan period,the share of coal in China′ s energy mix is expected to drop to 63% from the current 70% and the use of renewable energy such as wind power and solar energy in China is expected to reach 1.1×10^8t of coal equivalent.China plans to invest five trillion yuan in emerging energy sectors by 2020.In addition,the state will move to expand the use of 257 key new technologies to support the development of new energy in the country.
