摘要
风电场已经并将继续大规模集中接入主干网,这给互联电网有功调度与控制带来新的挑战。文中首先对适应大规模风电接入的互联电网有功调度模式进行了分析,指出传统的省级电网有功就地平衡控制模式已无法抵御大规模风电功率波动对互联电网造成的冲击。提出了在更大范围内消纳风电的区域电网集中控制模式,并从平衡方式、控制主体、资源调配、省际交换、安全约束和通信传输等几方面分析了这种控制模式的特点。为适应中国现有调度体制和技术基础,提出了以集中控制为目标、分级协调控制为过渡的互联电网有功功率调度与控制的解决方案。
As wind farm has been and will be massively integrated into power backbone grid, power system dispatch and control is confronted with new challenges. The active power dispatch mode for interconnected power grids with large-scale wind power integration is analyzed, and it is concluded that the conventional local balance mode in a provincial grids can no longer resist large-scale wind power fluctuations. Then a centralized control mode of reallocating all generation resources of whole interconnected power grids is presented. And the characteristics of the proposed mode are analyzed, including active power balance method, active power control mainstay, resources allocation, interchange power, security constraint and data communication. Furthermore, to adapt to the current availability of dispatch system and technology foundation in China, a new solution is presented, which takes centralized control mode as goal and hierarchical coordinative control mode as transition.
