四平市国有农场体制改革出路研究

Reform of State-owned Farms in Siping City

国营梨树农场成立于1950年,20世纪末,其经济陷入低谷。2000年,四平市委、市政府组建四平辽河农垦管理区,管理区经济在2009年取得了突破性发展。但是由于不是行政区划,使其存在没有事业和经济发展计划申报资格、人员膨胀等问题。为此,提出两点建议：一是将梨树镇划入四平市区,变成铁北区,梨树县城迁至孤家子镇;二是以孤家子镇为县城,成立辽河县。

State-owned Lishu farm was established in 1950.At the end of 20th century,its economy went into a downturn.In 2000,Siping municipal government set up Siping Liaohe Reclamation management Area,whose economy has made a breakthrough in 2009.However,because it is not administrative divisions,there are some problems such as no declared eligible qualification of cause and economic development plans,staff expansion etc.Thus I offer two suggestions：First,classify Lishu Town into Siping city and change into the North Rail District,then move Lishu County intoGujiazi Town;Second,take Gujiazi Town as the county,to establish Liaohe County.
