摘要
对世界各国技术伦理评价的实践进行了考察。重点对伦理评价的组织机构——伦理委员会从其设立层次、设立时限、组织形态与作用等方面进行了考察。认为我国需要建立和完善各级伦理委员会,改进伦理委员会人员的组成,提高公众参与的积极性,以充分发挥伦理委员会的作用。
The paper discussed the practices of ethical evaluation of technology in all over the world,especially the different hierarchy,duration,organization pattern,and the role of institutional review board（IRB）.It suggested that the different hierarchy of IRB should be established and improved in order to arouse the enthusiasm of pubic participation.
