摘要
从概念上讲,中国海外农作物种植应当与友谊农场、海外农业示范基地和替代种植区别开来。近年来,大型国有企业成为中国海外种植项目的主力,同时私营企业在投资者中的比例逐渐扩大。面对国内资源匮乏和相关需求的增加,世界粮食产量增长空间有限和我国紧缺农产品出口国的政策变化,中国应继续鼓励海外农作物种植。同时,为了推动项目顺利进行,中国政府应加大对中国企业和东道国之间的互动的关注,重视提高对有关项目的信息指导能力,并积极参与到有关国际监督机制的建立过程当中。
China's overseas cultivation of agricultural produce falls into four categories:production for commercial purposes,Friendship Farms,demonstration projects,and poppy substitution plantations.Over the recent years,large state-owned enterprises have constituted the mainstay in all these projects of investment,while the private sector is increasingly active as well.In the future,China should encourage more Chinese corporations to go into overseas agricultural activities.Meanwhile,the government should pay close attention to the interactions between Chinese investors and host countries,enhance its capability in providing project-based information services,and actively participate in the formation of international rules and norms aimed at streamlining cross-border agricultural investment activities.
