The Influencing Factors of Power Price Chain Based on Interpretative Structural Modeling

我国电价机制存在诸多弊端,电价的研究成为推进我国电力市场化体制改革的当务之急。文章首先分析了影响电价链电价水平与结构的因素,并基于解释结构模型对影响因素之间的关系构建了阶层结构图。通过该图可以对各影响因素进行分层,从而直观地看到源因素及所有的因素分别通过上网电价、输配电价、销售电价管制政策及政府性基金最终影响销售电价的影响传递过程。弄清影响电价的各种因素之间的层次和相互影响关系,并对目前上网电价、输配电价和销售电价制定过程中忽略的因素以及存在的不足提出有针对性的改进建议,为科学制定电价机制提供依据。

The country’s power price mechanism is unreasonable in many aspects.Power price research has become an emergency task for the country to advance the system reform of country’s power market.On the basis of an analysis of the influencing factors of power price chain,a hierarchical structure graph is established for different influencing factors based on interpretative structural modeling （ISM）.Through this graph various influencing factors can be delaminated and the influence-transmitting process can be seen directly that the original factor and all other influencing factors affect the sales prices through pool purchase price,transmission and distribution price,regulating policies of sales price and governmental fund.After the hierarchical structure of various factors and their interrelationship are clarified,some suggestions are proposed on improving the existing disadvantages and the neglected factors in the process of formulating the pool purchase price,transmission and distribution prices,which can provide a basis for scientific electric price management.
