徐世昌与清末东北地区的经济建设

On Xu Shichang and the Economic Construction of the Northeast during the Late Qing Dynasty

1907年,徐世昌以东三省总督身份领导东北地区的经济建设。他从清理财政、整顿金融入手,力图打开局面。继而着力振兴农工商业,促进三省经济结构的近代转型。事实证明,徐所施行的种种举措不仅推动了东北地区经济近代化的历程,为后来相当长的一段时间内东三省经济的发展奠定了基础,而且还在一定程度上有效地抵制了日、俄的经济侵略活动。

In the capacity of Governor-in-General of the three Northeastern Provinces of China,Xu Shichang took the leadership of economic construction of them from 1907 on.Beginning with the cleaning-up and straightening-out of financial affairs,he attempted to reshape the then status quo to inaugurate a new financial phase.And this was followed by a vigorous development of Agriculture,industry and commerce,with the aim to promote the transformation of the economic structures of the three Provinces.As is demonstrated by facts,the various methods and measures implemented by Xu have not only pushed forward the modernization of the economy of Northeast District,lay down a solid foundation for the economy of the Three Northeastern Provinces for quite a long time,but have effectively resisted Japanese and Russian economic invasion to a certain degree.
