对鄂尔多斯盆地能源资源综合勘探开发的思考

Integrated exploration and development of energy resources in the Erdos Basin

鄂尔多斯盆地是多种能源资源富集的"聚宝盆",但目前能源资源开发利用和矿政管理中存在的一些值得关注的问题影响和制约了该盆地能源资源的开发利用和产业发展,主要表现在4个方面:一是开发利用效率总体较低;二是综合勘探开发利用薄弱;三是不同类型能源资源矿权设置重叠问题突出;四是面临严峻的环境挑战。为加强鄂尔多斯盆地多种能源资源的综合高效勘探开发,促进能源工业可持续发展,建议:1)加强多种能源资源的综合整体规划;2)完善管理体制,探索多种能源资源综合管理;3)加强多种能源资源的综合勘查与开采;4)不断提高多种能源资源的开发利用效率。

The Erdos Basin holds abundant energy resources, including coal, oil, gas, uranium and unconventional gas. However, some issues and problems inhibit their exploration and development. Development is inefficient and not comprehensive, and faces overlapping mineral rights (most obviously of oil/gas and coal) and serious environmental challenges. : So there should be more integrated planning for the exploration and use of oil, gas, coal and unconventional gas, energy resource management should be improved, exploration and development should be more comprehensive and include all energy resources, and the efficiency of all energy resource development should be improved.
