各地高中生均经费配置不平等状况分析

Disparity Analysis on the Per Captia Educational Expenditure of General Senior High Schools in Different Regions of China

通过对各省区市普通高中生均经费的常见差异指标分析发现,2003-2007年间总生均(预算内)教育经费的不平等程度大于生均(预算内)事业性经费的不平等程度,生均(预算内)公用经费的不平等程度要大于生均(预算内)人员经费的不平等程度,生均(预算内)基建经费的不平等程度大于生均(预算内)事业性经费的不平等程度,而且生均(预算内)基建经费的不平等程度是最大的,达到0.5左右,其各地区间的差距水平已经处于很高位置了。除基建经费的不平等程度在增加外,其他类型的经费的不平等程度都在减小。各类型生均经费的预算内经费比例过低,且人员经费比重过大挤占了公用经费。

Through the analysis of the general senior high schools in different regions of China by the difference index.It finds out that between 2003-2007 the degree of inequity of per capita fee and its budgeted fee is bigger than the inequity of per capita career fee and its budgeted fee,the degree of inequity of per capita officing fee and its budgeted fee is bigger than the inequity of per capita staff fee and its budgeted fee,the degree of inequity of per capita infrastructure fee and its budgeted fee is bigger than the inequity of per capita career fee and its budgeted fee,and the degree of inequity of per capita infrastructure fee has reached a hith level of 0.5 around.Except for the degree of inequity of per capita infrastructure fee has increased,the degree of inequity of other kinds of per capita fee has decreased in 2003-2007.the percentage of budgeted fee is quite low and the staff fee edges out the officing fee.
