构建辽宁省基层法治政府的指标体系

The index system of constructing the grass-roots government of rule of law in Liaoning Province

当前,辽宁省各基层政府在政务公开、依法行政等方面做了大量的基础性工作,但是在全面建设法治政府方面还没有完整的、系统化的指标体系,一定程度上影响了辽宁省基层法治政府建设的进程。建立科学有效的指标体系,是法治政府建设的关键环节和核心价值,是有步骤地推进法治政府创建活动的重要手段。笔者结合辽宁省基层政府法治建设的实际情况,从构建基层法治政府指标体系的实践意义、基本内容、运用与保证措施三方面出发,旨在抛砖引玉,推动对这一命题的深入研究与探讨。

At present,the grass-roots government of Liaoning Province have done a lot of basic work in making administrative affairs public and administration according to law,but there weren＇t complete and systematic index system in constructing the government of rule of law,which to some extent affected the process of building grass -roots government of rule of law in Liaoning Province.Establishing a scientific and effective index system,is the key and corevalue tobuild the government of rule of law,an important means to promote the rule of law step by step.The author combines the reality of the construction of the rule of law in grass -roots government, from the practical significance,the basic content,applying and ensuring measures of building grass-roots government index system, to start a discussion and promote the in -depth study and discussion of this proposition.
