摘要
国家住房和城乡建设部批准贵阳市花溪城市湿地公园为国家城市湿地公园。作为贵州省首个国家级城市湿地公园,对其开发和保护也逐渐被政府提上了议事日程,立法保护是最有效、最有力的方式。本文着重分析了该项立法的必要性、立法原则和立法重点突破口三方面内容。
Ministry of Housing and Urban-Rural Development（MOHURD） approved Guiyang HUAXI Urban Wetland Park as a state-level one.As the first state-level urban Wetland Park in Guizhou Province,its development and protection have gradually been put on the agenda of the government.Legislation protection is the most effective and most powerful way.This article focuses on the analysis for the necessity of legislation,legislative principles and legislative priorities breakthrough.
