摘要
新疆首批13个新型农村社会养老保险试点的县(市)开始实施"新农保"。本文主要从"农民个人能缴多少,财政补贴能有多少,养老领取能付多少,基金运行能撑多久"这四个方面来测算分析,期望有助于这项制度在新疆全面实施时,真正实现"农民当前有能力支付,政府始终有财力承担,农民未来有保障生活"这一目标,这样才能最终解决好农民"老有所养"的问题。
The first 13 pilot counties（cities） began to implement the ＂new rural social endowment insurance＂ in Xinjiang.Under this background,this paper makes a calculation and analysis from four aspects such as ＂the amount that the individual farmer is able to pay,the amount of financial subsidies,the amount of pension recipients and the length of funds operation＂.By doing so,it is hoped to realize the goal ＂farmers currently are able to pay,the government always can afford and the future life of farmers can be guaranteed＂ when this system is fully implemented in Xinjiang to solve farmers ＂sense of security＂ issue ultimately.
