摘要
工程量清单计价法作为招投标业务中的规范化管理和市场化操作规程,已成功引入了我国招投标领域,大大推进了建筑业市场化改革进程,加快了适应国际惯例、与国际接轨的步伐。工程量清单计价法作为新的计价模式,与传统概预算定额体系,在编制依据、报价形式、评标方法等方面具有较大差别。根据新的计价模式的特点,指出新计价模式与传统模式的本质区别在于前者实行"量、价分离"原则,体现的是工程个别成本,反映的是社会平均先进水平。为增强企业在新的计价模式下的竞争力,结合我国建筑市场的具体情况,提出了企业投标策略、改进措施及为适应新的计价模式应注意的问题。
The BOQ valuation as the standardized management and marketing code of practice in bidding operation is already successfully entered into bidding circles in the country.It greatly propels construction industry market principle adoption course,speeding up steps on adaptation of international custom and usage,and acting on international convention.The BOQ valuation as a new valuation mode has major differences with traditional rough estimation and budget rating system,in aspects of preparation bases,quotation forms,bid evaluation methods.According to the new valuation mode,pointed out the essential difference lies in the new mode practices "separating quantity from price" principle,represents project component cost and reflects social mean advanced level.To strengthen enterprise competitive power under new valuation mode combined construction market practical situation in the country,put forward enterprise bidding strategy,improving measures and issues to be noted in adaption to new valuation mode.
