对中国绿色低碳能源战略的探讨

An Exploration of China's Green and Low Carbon Energy Development Strategy

本报告是中国工程院"中国能源中长期(2030/2050)发展战略"咨询研究的一个综合汇报。内容包括:能源形势与挑战;我国能源中长期发展战略的指导思想和原则;2050年前我国能源发展阶段的战略定位;我国科学、绿色、低碳能源战略的基本内涵,对其中的六项子战略进行了阐述;科学、绿色、低碳能源战略是经济、环境双赢的战略,也是应对气候变化国家战略的重要组成部分,无论对气候变化有多少质疑,中国能源走向绿色、低碳都是必须的;科学、绿色、低碳能源战略需要强有力的科技支撑,能源战略不仅将催生新的经济增长点,也将推动科技创新和抢占新的战略制高点;本世纪上半叶,我国能源发展展望;最后提出了若干实施科学、绿色、低碳能源战略的重大建议。

This presentation is a comprehensive report of CAE＇s consulting project named ＂China＇s Medium-and-long Term（2030,2050） Development Strategy for Energy＂.It includes： status and challenges of energy;the guiding thoughts and principles of China＇s medium-and-long term development strategy for energy;strategic position of China＇s energy development at different stages before 2050;basic contents of China＇s scientific,green,and low carbon development strategy for energy（including six sub-strategies）;a scientific,green,and low carbon energy strategy,which is a win-win one for economy and environment,and an important part of national strategy for addressing climate change,in the necessity for China＇s energy becoming a green and low carbon one no matter how many disputes there are about the climate Change;a sientific,green,and low carbon energy strategy requiring potent support of science and technology,which will not only generate new points for economic growth,but also facilitate scientific and technological innovation,and help to command new strategic heights;energy development prospects for the first half of 21st century;some key suggestions to the implementation of a scientific,green,and low carbon energy development strategy.
