发展低碳能源技术 创造美好未来

低碳化经济发展是国际社会普遍关心的重大全球性问题。低碳既是环境问题,也是发展问题,但归根到底是发展问题。能源发展也已进入以低碳化为主要特征的大变革大调整时期。低碳能源技术是有助于降低经济发展对生态系统碳循环的影响而实现碳中性的技术,作为低碳经济的基础,是国际贸易和技术竞争的焦点,其主体是低碳能源技术。在我国,面临着以高碳能源为主的能源结构与绿色、低碳发展迫切需求之间的巨大矛盾。我国的能源消费结构和产业结构都是高碳性的,今后几十年也难以得到根本性转变,为保障我国合理性的发展空间,应理智、慎重看待低碳经济,当前的首要任务是积极发展低碳技术和绿色技术,两者概念上虽有差异,但工作方向一致。作者通过分析国家经济的产业结构和能源消费特点,认为在我国发展低碳能源技术势在必行。作为低碳经济的核心,低碳能源技术涵盖了从可再生能源利用,新能源技术,化石能源高效洁净利用,温室气体控制和处理,以及节能等领域。对我国而言,发展低碳经济和低碳能源技术的实质是:可再生能源的开发和化石能源的洁净、高效利用,特别是以煤为主的能源结构和以重化工业为主的产业结构决定了我国目前发展低碳能源技术重点在于煤炭的洁净高效转化利用和节能减排技术。作者认为,由于中国城市化率的日益增大和城市对能源的大量需求,低碳技术的应用将充分展示城市美好未来的前景,提供实现城市美好未来的最佳选择。

Low-carbon development is a major issue of common concern to the international community.It is an issue involving both environment and development,but it ultimately comes down to be an issue of development.Energy used for the economic development is undergoing a great revolution era mainly represented with low-carbon features.The development of low-carbon energy technologies will contribute to the reduction of CO2 emission and the impact of the economic development on carbon cycling in the ecosystem,so that carbon neutrality will be maintained.Low-carbon technologies as the basis of low-carbon economic development are the focus of international trade and technology competition with low-carbon technology as the main part.Now,in China we are confronted with the sharp conflict between the high-carbon-based energy structure and the imperative requirement for green and low-carbon development.Both energy consumption structure and industrial structure are high-carbon ones and will be rather hard for a fundamental shift to happen in decades.Enough importance should be attached to low-carbon economy so as to maintain the reasonable development potentials in China.The primary task is to actively develop the low-carbon and green technologies.Although these are two different concepts,their objectives are in full accord.In this paper,by analyzing the characteristics of Chinese industrial structure and the energy consumption structure,we found it is imperative to develop low carbon energy technologies,which,as the core part of low-carbon economy,have a wide range involving renewable energy application,new energy technology,efficient utilization of fossil energy,control and dispose of the greenhouse gases,and energy saving etc.For our country,the nature of low-carbon economy and low-carbon energy technology development is the exploration of renewable energy,and clean and efficient application of fossil energy.Determined by the energy structure based on coal and the industrial structure based on heavy industry,the key task in developing low-carbon at present lies in the clean and efficient coal conversion and application as well as energy conservation and emission reduction technologies.The rapid expansion of city in China results in an increase of energy demands.It is concluded that the application of low-carbon technologies will fully display a bright future of cities,and serve as a perfect choice for the cities in the realization of an even better future.
