台湾节能减碳及低碳城市的推广策略与经验

Strategies and Experiences of Energy Conservation and Carbon Reduction and Low-carbon City in Taiwan

《京都议定书》通过之后,温室气体减量遂已成为国际趋势,已开发国家积极着手规划减量政策,纷纷投入资源发展减碳技术。台湾虽然未被要求减量,但为善尽地球村一份子的责任,早于2000年即草拟《温室气体减量法》,并且全面推广节能减排的工作,发展低碳经济。介绍了台湾省2010年3月4日确立的"节能减碳总计划",并依据"计划"制定的节能减排的两大目标,以及推广节能减排计划实施的十大标竿方案和35个标竿计划;同时,总结了台湾省10年来节能减碳所做的工作,给出了"台湾低碳城市推广策略与发展规划";最后,展示了台湾省有系统地引导全民迈向低碳经济社会,预期完成的重点里程碑。

A reduction of greenhouse gas（GHG） has become an international trend after the Kyoto Protocol was approved.Developed countries actively start planning GHG reduction policy and invest resources to develop reduction technologies.Although Taiwan has not been asked to do reduction,as part of the Earth,Taiwan has the responsibility to do this.Early in 2000,＂the Greenhouse Gas Reduction Act＂ was drafted and the Government has comprehensively promoted energy conservation and carbon reduction and developed low-carbon economy.On March 4,2010 it set ＂the General Plan for National Energy Conservation and Carbon Reduction＂,which includes two goals：（1） enhance energy efficiency by more than 2% per year in the next eight years to enable energy intensity in 2015 to decrease by 20% or more compared with 2005,and to decrease GHG emission by 50% or more compared with 2005 by technological breakthroughs and supplementary measure;（2） limit Taiwan＇s carbon dioxide emissions,including returning to 2005 emission levels by 2020,and returning to 2000 emission levels by 2025.The 10 major guiding objectives of the General Plan for National Energy Conservation and Carbon Reduction comprises： Bolster the regulatory framework;Convert to a low carbon emission energy source system;Build a low-carbon emission community and society;Develop a low-carbon emission industrial structure;Construct a green transportation network;Form new green landscapes and popularize green buildings;Expand energy saving and carbon reducing technological capacity;Promote energy saving and carbon-reducing public works projects;Enhance energy conservation and carbon reduction education;and Boost energy conservation and carbon reduction publicity and discussion.Meanwhile,based on the guiding objectives of the General Plan it has set 35 guiding plans and has chosen to prioritize 12 key guiding plans,including promoting legislation of the Energy Tax Ordinance,building low-carbon city,and reducing carbon dioxide emissions of power system in order to demonstrate the spirit of the master plan and to construct the path of the low carbon economy.Therefore,Taiwan has designated 2010 as Energy Conservation and Carbon Reduction Year and has systematically guided all the people towards the low-carbon economy and society.
