On the Government Behaviours from the Failure of South Korean Enterprise Groups

分析了韩国政府在企业集团形成和发展过程中的作用，对韩国政府在这一过程中的行为进行了评价。认为韩国政府的行为在一定程度上违背了市场经济的规律，主要是：政府的角色错位；政府的支持和保护过度；政府与企业集团的关系商品化、金钱化。韩国企业集团倒闭给我们提供了启示：要防止政府不切实际的高增长战略；要防止政府对企业集团的过度干预；要防止“大企业病”。还对企业集团形成的一般方式及我国国有企业集团形成动因进行了探讨。

This paper analyses the government actions of South Korean in the process of establishment of enterprise groups and evaluates the behaviours of South Korean Government in this process. The author holds that the behaviours of South Korean government violate the laws of market economy, which is mainly shown in the following aspects: inappropriate government intervention; excessive government support and protection, and pecuniary relationship between the government and the enterprise groups. The failure of South Korean enterprise groups offers us the clue that the government too high growth strategy, government excessive intervention into enterprise groups and the “big enterprise disease” should be avoided. Also, the paper discusses the formation patterns of enterprise groups as well as the motives or reasons of the formation of the state owned enterprise groups in depth, and advances some politic suggestions for the establishment of enterprise groups in China.
