组织目标视角下的中国体育行政体制改革

Sport administration system reform in China from the perspective of organization objectives

从组织目标理论视角,分析中国体育行政体制改革的理论依据是中国体育的目标与中国体育行政管理的目标,在此基础上提出中国体育行政管理体制改革的总体目标是建立办事高效、运转协调、行为规范的具有中国特色的政府主导的体育社团管理体制。通过深化改革,实现体育行政组织的政府职能向创造良好体育发展环境、提供优质体育公共服务、维护体育公平正义的根本转变;实现体育行政组织机构及人员编制向科学化、规范化、法制化的根本转变;实现体育行政运行机制和管理方式向规范有序、公开透明、便民高效的根本转变。并就实现这3个根本性转变,提出中国体育行政管理体制改革的具体目标任务。

From the perspective of the organization objective theory,the author analyzed that the theoretical criteria for sport administration system reform in China are the objectives of sport in China and the objectives of sport administration in China,and based on such an analysis the author concluded that the overall objectives of sport administration system reform in China are to establish a job-doing efficient,running coordinated and behavior standardized sports association management system with Chinese features,and by intensifying the reform,to realize the fundamental changes for the governmental functions of sport administrative organizations to create good environments for sport development,to provide quality public sports services,and to maintain sport fairness and justice,for the establishment of sport administrative organizations and personnel to become scientific,standardized and legally systemized,and for sport administration running mechanisms and management modes to become orderly,transparent and efficient,and put forward specific objective tasks for sport administration system reform in China in order to realize such three fundamental changes.
