基于博弈视角的电信基础设施共建共享分析

Analysis on the Construction and Sharing of Telecommunications Infrastructure Based on Game Theory

随着国内移动通信业的迅速发展,不同运营商的网络重复建设造成社会资源严重浪费的现象日益严峻。有效地实现电信基础设施的共建共享,建设资源节约型社会成为当前的一项重要任务。运用博弈论的基本原理分析电信运营商之间在基础设施共建共享中存在的非合作性,然后针对这一问题提出相应的解决方案。我国政府需要加快共建共享方面制度建设的步伐,同时对不合作的参与方法进行有利的惩罚,形成一定的威协,以减少共建共享工作中的阻碍,保证电信基础设施共建共享政策的有效实施。

With the development of domestic mobile communications industry,the severe waste of social resources caused by the duplicate construction among different telecommunication operators is becoming more and more serious.It has been an important task on accomplishing the construction and sharing of telecommunications infrastructure effectively,as well as building a resource-saving society.In this paper,we will analyze the non-cooperation among telecom operators in the construction and sharing of telecommunications infrastructures based on the principles of game theory,then,propose solutions on this issue.
