随着社会的不断进步,紧急救援工作已经成为显示城市和地方基础设施水平及社会管理能力的标志性工程。我国近年来在紧急救援方面做了大量工作,但紧急救援体制建设才刚刚起步,远不能适应经济社会发展的客观要求。对构建我国紧急救援体系和发展相关产业的环境进行了SWOT分析,分析了优势和机会,找出了劣势和威胁。在此基础上对构建我国紧急救援体系和发展相关产业进行了职能细分、业务选择和战略定位。最后借鉴国际先进经验,对构建我国紧急救援体系,发展相关产业,提出了战略思考。

As society progresses,the emergency relief work has been shown the level of urban and local infrastructure and social management capabilities of landmark projects.Emergency relief in China in recent years has done a lot of work,but the emergency system is just beginning and can not meet the objective requirements of economic and social development.The article analyzes the construction of emergency rescue system and the development of related industries in a SWOT analysis environment to find out the strengths and opportunities,identify the weaknesses and threats.On this basis,the construction of our emergency rescue system and development of related industries,are functions of the subdivision,business options and strategic positioning.Finally drawing on the advanced international experience of the construction of our emergency rescue system and the development of related industries,it makes the strategic thinking.
