The Comparative Research on the New Public Management Theory and the New Public Service Theory

我国建设服务型政府已成为历史的必然选择。通过从政府的职能、政府回应的对象、理论的价值取向三个维度对新公共管理理论和新公共服务理论加以比较,辩证地分析了二者的贡献与局限性,走出将其割裂开来的研究误区,将二者统一于尽可能为公民提供优质服务的最终目标,回答了我国服务型政府建设的理论选择问题。

The service-oriented government in China has become the choice of history.In this paper,between the new public management theory and the new public service theory,it has been compared about the government＇s functions,the object government has to respond to,and theoretical values.By the comparison,both the contributions and limitations of the two theories have been dialecticaly analyzed.Getting out of the wrong zone of the two theories,they are united in providing quality services for citizens as the ultimate goal of our service-oriented government.
