关于金融支持西部低碳经济发展的思考

On Financial Support for Low-carbon Economic Development of the West China

我国实施西部大开发战略十年来,西部区域经济和金融业得到了飞速发展,尤其是伴随着金融业的繁荣与不断扩张,金融支持区域经济发展的力度亦逐步增强。但与此同时,以重化工业为主导的"高碳化"产业结构却与其环境承载力的矛盾日益突出,尤其是以"高能耗、高污染、高排放"为特征的粗放式资源开发与经济发展方式,已严重影响到西部生态环境的保护与区域经济发展的可持续性。在新一轮西部大开发中,西部地区要走低碳化的绿色发展道路,就必须在相关政策的扶持下,优化配置金融资源,大力发展具有西部特色的碳金融。

Thanks to ＂West China Development＂ strategy since 1999,regional economy and financial industry have developed rapidly and made remarkable achievements.However,the contradictions between the ＂high carbon＂ industrial structure caused by heavy chemical industries and the environmental capacity has become increasingly prominent.In particular,the economic growth model which is characterized by ＂high energy consumption,high pollution and high emissions＂ has seriously affected the ecological environment protection and the sustainability of regional economic development.In the new round of the ＂West China Development＂ ,to realize the development of low-carbon economy and the carbon finance in the West China,efforts should be given to financial support for low-carbon economic development in the West China with carbon emissions restriction and the monitoring indicator system of financial support of low-carbon economic development.
