摘要
根据新疆头屯河水库防洪预警系统建设现状,在建设过程中存在对公网通信的过度依赖,通信带宽小、难以扩展新业务,通信手段单一、通信覆盖面积小的问题,为此提出建设一整套设计合理、技术先进的综合通信网络,满足头屯河管理处防汛抗旱工作中对通信系统的各项要求,最后通过社会和经济效益分析,加快防洪预警预报系统建设,把水文测报、灌溉管理、防洪调度等有机结合,对控制头屯河洪水、实现安全渡汛、积累洪水资料、提高整个水利管理现代化水平具有重要的意义。
This study was aimed at the problems of Toutun River Reservoir Flood warning system, including over-reliance on the public network communication, little communication bandwidth, difficulties in expanding new business, single means of communication and the coverage of this system is narrow. Thus, an integrated commnunications network was designed with advanced technology to meet the Requirements of flood control and drought resistance. Finally, according social and economic analysis, expedited construction the Flood Forecasting and Warning system had been proposed. The combination of hydrological forecast with irrigation management and operation of flood protection was significant to achieve a safely flood season, accumulate flood data and improve the modernization level of the water management.
