要把投标文件编制作为一个系统来看待，对比较复杂的工程项目，一般应进行集体会商，邀请专业技术人员、有实践经验的施工管理人员和造价工程师，共同分析研究招标文件、施工图纸，商定具体施工方案，然后再开展施工组织设计和预算编制工作，以确保施工组织设计方案，明确程序，突出重点，有针对性，切实可行，施工方法要与报价相对应，要认真调研测算主要原材料价格，不同工程项目、不同招标代理机构编制的招标文件往往会有细微的差别，要注意细节，避免因一点小小的失误，造成无法挽回的后果；要注重提高投标文件的内在质量。

The preparation of bidding documents should be viewed as a system. For some complex projects, the consultation decision should be held, which means to invite the technicians, experienced construction manager and cost engineer for discussing the bidding documents and construetion drawing then determining the construction scheme, construction organization design and budgeting. It can ensure to make a reasonable construction organization scheme. The construction method should be suit with the bidding then the raw materials should be investigated very carefully. There should be some small differences for different projects and bidding documents made by different agencies, then special attention should be given for the details to avoid the loss because of some small error. The quality of bidding documents should be improved too.
