当前公民参与环境的实例越来越多,赋予公民享有单独的环境参与的权利,对于现阶段的环境保护和公民环境权的实现具有十分重要的理论与现实意义。公民参与环境权作为公民所享有的一种独立的权利也逐渐得到人们的认可。实际上,公民环境参与权是一种与时俱进的集合性、多元性权利。其产生有着深刻的法哲学和经济学上的理论基础,更有其独立存在的价值。公民环境参与权是环境共益权与自益权的统一,是长远利益与眼前利益的统一,是环境直接利益和间接利益的统一,是公民环境参与权利和环境参与义务的统一。公民环境参与权与其他公民权利,并行不悖。

There are more and more cases that citizens have participated in environmental issues.The granting of the right to citizens＇ participating in environmental issues has great theoretical and practical significance to the present environmental protection,which as an independent right has gradually received recognition.In fact,this right is an integrated and plural right that keeps up with the times.It has a solid foundation of legal philosophy and economics as well as its own value.It is a unification of environmental interest right and personal interest right,a combination of long-term interest and short-term interest,an integration of the direct interest and the indirect interest and a unification of the citizens＇ participation right and responsibility related to environmental issues,that is,this right can coexist with all other rights.
