公共服务的有效供给是关系到社会稳定的重要方面。为使公共服务能够及时地、最大限度地满足社区居民的需要,根据社区治理理论和"有限社区"理念,政府和社区应明确各自在公共服务方面的权责,建立多元协商表达机制,通过鼓励和扩大社区居民参与,明确不同社区和社区居民的公共服务需求当量,确保公共服务信息的公开透明,并在公共服务各主体中建立回应机制和问责制度。

There are many problems in the effective supply of public service in our country which is one of the important aspects for social stability.According to community governance theory and the idea for ＂limited community＂,in order to supply public service to the community residents utmostly and quickly,government and communities should make clear their liabilities and set up multiplex and consultative mechanism to encourage and widen community participation which could help government to obtain the equivalent needs for public service.The pulice service information must be transparency and responsiveness mechanism and accountability system should be established among the parties involved in pulice service.
