对“效率优先,兼顾公平”的再思考

Rethinking on "Efficiency and Fairness"

本文结合我国分配政策的演变,说明了中央提出"效率优先,兼顾公平"的本意仍是要注重公平与效率,强调公平与效率的统一,分析了提出这一原则的特殊背景。认为随着改革的深入,这一提法的局限性也日益显现出来,有必要用新的提法代替这种提法。

According to the development of our distribution system,this paper proves that our central government pays more attention to efficiency and fairness to unite them and analysizes its special backgroud by ＂prioryt is efficiency,Consideration to fairness＂With the furthest reform,it suggests that the new principle should be used instead of the old one which emerges much more defects.
