公民与政府沟通的不顺畅往往造成社会矛盾的积压。这就需要一个中间阶层进行传导,如非营利性机构和社会工作组织,政府可以向其购买服务,必要时还可以对其进行财政上的支持,这样不但可以化解矛盾,还可以提高政府的服务质量。在广州,这种新型的社区工作模式正在被越来越多的社区所接受,社会工作组织作为服务方,正在朝向专业化、职业化、模式化方向发展。

The clogged channel for communication between citizens and the government more often than not causes an accumulation of social contradiction. Therefore, it is necessary for an intermediator to bridge them, such as non-profit organizations and social work organizations, from whom the government can buy the service. The government can as well offer funds if necessary. In this way, the government can improve its service quality, and contradiction will be dissolved. In Guangzhou, this new community work model is accepted by more arid more communities, and social work organizations as servers are developing in a diretion of being more and more specialized, professional and modelized.
