摘要
从过渡时期开始,港府公民教育政策中就开始渗透参与式公民学习的理念。回归祖国之后,"主动参与、积极实践、关心社会"的公民精神成为公民教育政策的灵魂。进入新世纪以来,港府通过资助大学开展公民教育计划、推进义工服务等方式来践行公民学习的理念。参与式公民学习对公民教育的意义表现在智性的理解、公民参与能力、公民态度和直接的公民参与四个方面。
From the period of the Hong Kong transition,participatory civic learning belief has been infiltrated into in the civil education policy of the Government of Hong Kong.Since the handover to PRC,the citizen spirits of "initiatively participate,actively practice and care about the society",became the soul of civil education policy of the Government.Entering into the new century,in order to put "participatory civic learning belief" into practice,the Government of Hong Kong funded some universities' civil education plan,and pushed the volunteer service work.The significant meaning that the participatory civic learning belief has to civil education mainly presents in four aspects:(1)Intellectual Understanding,(2)Participation Skills,(3)Civic Attitudes and(4)Civic Participation.
