Giving financial aid to students in institutions of higher learning is an effective means to promote equitable education and social justice.It is the necessary requirement of fulfilling practically the function of public finance to push forward the equalization of public services.The present situation and the existing problems in giving financial aid to students in institutions of higher learning are discussed and measures for innovating upon the work from the perspectives of exactness,carefulness and newness are put forth for the realization of equitable education.
