论《汉语拼音方案》的历史局限性和新时期历史使命

On Historical Limitation and New Historical Mission of Chinese Phonetic System

《汉语拼音方案》具有历史局限性,在应用中有很多问题需进一步完善,尤其是与英语拼音文字作比较,现行《汉语拼音方案》被用作汉语"拼写工具"时无法回避同音字太多、字义混淆不清这个历史难题急需解决。为实现《语文法》赋予它的新时期历史使命———作为国家通用语言文字的"拼写和注音工具"———完善并修订《汉语拼音方案》具有现实的必要性和紧迫性。

This article analyzes the defects in the design of The Chinese Phonetic System（CPS） caused by historical limitations,and the problems in CPS applications in comparison with English examples.It reveals the crucial reasons for the historical difficulties in overcoming the confusion of word meaning and concepts caused by too many identical words with same spelling and pronunciation simultaneously,when CPS is applied as the writing means of Chinese.It also probes into the necessity and urgency to amend and perfect the existing CPS in order to fulfill the missions —— to play the roles as the writing and transcribing means for the nation＇s general language and writing system —— entrusted by The Law of the Nation＇s General Language and Writing System.
