对建立惩治和预防腐败长效机制的思考

The Advocacy,the Preservation and the Protection of Integrity——The Thought on the Establishment of the Long-Term Mechanism for the Punishment and the Prevention of Corruption

反腐败斗争是当前党的建设的一项重要工作,建立一个惩治和预防腐败的长效机制,已是刻不容缓的事情。长效机制的核心就是:一要树起做人道德大格局,以德倡廉,使干部不想腐败;二要加强监督体制科学化,监督保廉,使干部不能腐败;三要建立严厉执法新举措,以法护廉,使干部不敢腐败。

The combat against corruption is currently an important party-building task.It is also of great urgency for the establishment of a punishing and preventing corruption in the long-term mechanism.The cores of the long-term mechanism are as follows.Firstly,a moral-oriented pattern should be set up to keep the cadres away from corruption,that is to say,to advocate integrity based on morality,thus the cadres are not willing to get close to corruption.Secondly,the scientization of the supervision system should be strengthened to supervise and maintain the integrity of cadres,thus the cadres are supervised not to get close to corruption.Finally,severe law enforcements should be established,that is to say,to protect integrity by law,thus the cadres dare not get close to corruption.
