论人才队伍的“金字塔”结构及其优化 被引量:7

摘要 人才资源是第一资源,是完成各项工作的根本保证。而人才队伍结构是否合理,则事关人才积极性和能力的发挥。人才队伍结构多是"金字塔"结构的,其由显性的层次和隐性的作用力两部分组成。层次包括塔尖、塔身和塔基,作用力包括纵向作用力和横向作用力。这一结构的理想状态是塔尖尖、塔身壮、塔基实,且使作用力处于纵向向上、横向向外的良性状态,促进人才队伍"金字塔"结构良性动态发展。为此,要根据人才队伍"金字塔"结构的特点,充分认识其与作用对象"金字塔"结构的正对应关系,积极实施"拔尖战略"、"壮身战略"和"扩基战略",使人才队伍"金字塔"结构不断优化,实现人才队伍效用最大化。 Human resource is the first resource and the fundamental guarantee of completing all kinds of work.Thus,wether the talents structure is reasonable will affect the development of talents' ability and positivity.Most of the talents team structure are pyramidal structure which is composed of dominance level and recessive acting force.The dominance level consists of spire,body and foundation,while the recessive acting force includes vertical force and horizontal force.The ideal condition of pyramidal structure has pointed spire,strong body and solid foundation with upward vertical force and outward horizontal force,which will promote the positive progress of talents team.Therefore,based on the characteristics of pyramidal structure and its direct correlation of talents team,we should actively implement strategies like "sharpen-spire","strengthen-body strategy" and "enlarge-foundation",optimize pyramidal structure constantly,and finally realize the maximization of talents team's utility.
