基于教育成本分担与补偿理论对高校新资助体系的思考

Analysis of College New Funding System Based on Education Cost Sharing and Compensation Theory

从教育成本分担与补偿理论出发,分析当前高校新资助体系存在的主要问题,包括:贫困生界定困难,困难学生比例反常上升;实施过程中资助措施主次不分,比例分配不合理;资助管理中缺乏有效的约束和监督机制;实际执行效果不理想。提出完善我国新资助体系的构思:建立健全资助政策法规,规范资助各方,加强监督;提高国家助学贷款利率,简化助学贷款手续,建立完善的信用环境,保证国家助学贷款资助的主体地位;优化资助体系内部结构,强化资助育人功能。

On the basis of education cost sharing and compensation theory,the author analyzes the main problems existing in the college new funding system：difficult definition of poor students,abnormal rise of poor students number;ignorance of the primary and secondary of the funding measures in the implementation process,unreasonable proportional allocation;lack of effective constraints and supervision mechanisms in funding management;unsatisfactory practical implementation result.Meanwhile,the author puts forward new idea to perfect the new funding system of our country：establishing a sound funding policies and regulations to regulate all financing parties and strengthen supervision,improving national student loan interest rates,simplifying the process of student loan,setting up sound credit environment to make sure the main status of national helping student loaning,optimizing the internal structure of funding system and intensifying funding and educating Function.
