论我国基层交警执法难之对策——以域外经验为视角

On the Countermeasure of the Primary Traffic Law Enforcement Difficulties——In view of extra-territorial experience

随着道路交通压力逐渐增大,我国进入了交通违法行为和交通事故的频发期,交通参与者和交通管理者之间矛盾突出,尤其是对交通违法行为负主要管理责任的公安交警部门与交通参与者之间的矛盾越来越严重,并且直接反映到基层交警的执法工作当中。文章旨在借鉴域外交警执法经验,着眼于我国基层交警执法现状,在符合我国国情的基础上,提出解决我国基层交警执法难的对策。

As road traffic pressure increases gradually, the traffic offense behavior and the traffic accident happen frequently. The situation makes contradiction between traffic participants and managers to become more and more prominent, particularly the contradiction between traffic participants and the traffic police department, which directly reflects in the enforcement of basic-level police. This article aims to draw on the experience of extra-territorial traffic police enforcement, based on the situation in China, and proposes the countermeasures for the primary traffic law enforcement difficulties.
