建设资源节约型、环境友好型社会(简称"两型社会")是我国国民经济与社会发展中的一项战略任务,是现实的要求和发展的必然。建设两型社会有多条实施路径,而环境法制创新是其中的重要实施路径之一。只有完善环境法立法目的,明确政府环境责任,实现环境诉讼纠纷机制的创新,才能最大限度地控制环境污染,避免资源浪费和生态破坏,实现人与自然的和谐,建设好两型社会。

The construction of the resource-conserving society and environmental friendly society （＂two-oriented society＂ in short） is one strategic mission in China’s national economy and social development. It is the realistic request and the development necessity. The ＂two-oriented society＂ is one kind of brand-new development pattern, and is also an important characteristic of future society. There are different ways to construct ＂two-oriented society＂, and the innovation of the environmental legislation is one important way among them. Only to perfect the purpose of environmental legislation, to have clear understanding of the environmental responsibility of the government, and to realize the innovation of the lawsuit dispute system, can we control the environmental pollution to the fullest extent, and avoid resource waste and ecological damage, and ultimately realize the harmony between man and nature and construct the ＂two-oriented society＂.
