摘要
新医改方案实施后,公立医院面临经济管理、服务模式管理以及人力资源管理等方面的挑战,以温州医学院附属第一医院为例,提出拓展医疗服务范围,提高服务质量;加强人员聘用制度改革,进一步发挥人力资源优势,控制人力成本;重视科教兴院,加强各层次医学及管理人才队伍建设;紧抓硬件建设,努力改善医疗支撑条件;挖掘后勤服务潜力,增强医务人员战斗力等措施,以求公立医院在新医改形势下的长远发展。
After the implementation of the new medical reform program ,public hospitals are faced with various challenges from financial management, service model management and human - resource management. To take the first affiliated hospital of Wenzhou medical college as an example, Public hospitals could take measures as follows in order to be able to get long - term development. First, expand scope of medical services and improve service quality. Second, strengthen personnel employment system reform, and further play the advantages of human resources to control labor costs. Third, attach more importance to science and education and strengthen the building of medical and management personnel at all levels. Furthermore, clutch hardware construction, and strive to improve medical supporting source conditions. Finally, tap the potential of logistical services and enhance the combat effectiveness of medical staff,in order that the public hospitals can develop in the long term under the new medical reform progran.
