In recent years, state owned retail enterprises in our country have not been covered in good commercial policies. Meanwhile, huge foreign capital came in to occupy the domestic markets. As a result, domestic retailers have been hard to survive in the market for a long time. At the same time, Wal-Mart, Carrefour and other foreign retailers in China are enjoying the super-national treatment. Super-national treatment is short for a list of good commercial policies. It originally started form the reform and opening up policy to attract foreign investment. In that time, foreign companies were allowed to pay free-tax. Until now, foreign retail giants industries still enjoy free-tax. Inaddition , somelocal governments treat foreign investment as one of government performance assessments. Sometimes, they even emphasize that the opening of supermarkets should be one of world top 500 enterprises, which directly reject domestic enterprises. Now domestic retail enterprises call for the commercial network planning legislation and regulations promulgated, otherwise domestic retail industry will be more dif f icult to survive.
