运动式治理与地方政府治理转向——以N县社区建设为个案 被引量:4

摘要 N县社区建设经历了从无到有,从迅速兴起到近乎停滞的短暂过程,这是典型的运动式治理。这种治理方式可以在短期内取得实效,但缺乏可持续性,根源在于运动式的治理所导致的制度变迁只能形成制度的外壳,即组织机构等,不能形成制度的内核,即不能使制度成为受众的共同意识。政府的治理应该着眼于培育制度的精神内核,运动式治理应该转向常态的更具制度理性的治理。 The Community Development in N County has witnessed the process from the establishment from scratch, rapid development to the nearly stasis, which is featured by Movement Administration. Movement Administration is able to take effect in a short time, but it lacks sustainability. It merely forms system outside, which is the organization, rather than the core system, that is, the consciousness of the system recognized by the public. Therefore, the governance should focus on building the inner spirit of the system. Movement Administration should make an exchange toward more reasonable, sustainable governance.
