关于建立我国矿产资源供给突发事件应急机制的探讨

Discussion on the Establishment of Response Emergency Mechanism for Mineral Resources Supply in China

建立矿产资源供给突发事件应急机制是为了在矿产资源供给过程中发生突发事件时,将其对国家经济发展的破坏作用降低到最小,从而保障国家的安全和社会的正常发展。对美国、日本、加拿大等发达国家的应急机制作了概括性分析,并借鉴和吸收其成熟经验,同时在充分吸收我国公共卫生突发事件处理机制的成熟经验基础上,结合中国的实际情况,提出了建立该项机制的相关对策建议。

The purpose of establishing the emergency response mechanism for the supply of mineral resources is to make the negative effects in mineral resources supply on the development of national economy to minimum when emergent events happen,so as to assure the normal development of the national security and society.The emergency response mechanisms in developed countries such as U.S,Japan,Canada,etc,are synoptically analyzed.By drawing on the ripe experiences of emergency response mechanism in developed countries and the public health of our country,according to the concrete conditions of China,some relative advices on establishing the emergency response mechanism for the supply of mineral resources in China were put forward.
