Promoting Crisis Response Capability in Strengthening the Implementation of National Defence Mobilization

新颁《国防动员法》首次明确了地方政府在国防动员建设中的主体地位,将国防动员纳入国家危机管理体系。《国防动员法》的实施,要求各级政府在履行国防动员职能的过程中,科学统筹组织体系、力量体系、共需性物力、信息系统平台、动员计划(预案)等方面建设,以提升"双应"即"应战"与"应急"的能力。

The new National Defence Mobilization Law stipulates for the first time the subject status of local governments in national defence mobilization, and brings this mobilization into the national crisis management system. The implementation of this law calls for government at various levels to scientifically establish an overall organizational system, strength system, commonly - needed material resources, information system platform and mobilization program （pre -program） in order to promote the capabilities in both war response and emergency response.
