The promotion of informationization of political work needs a scientific planning to insure its qverall macro construction and long -term development. The scientificity of macro planning is based on a clear understanding of the fundamental theoretical problems such as major characteristics, essential requirements, guiding principles and general objectives of the informationization. Such practical problems as how to strengthen the over- all guidance, enhance utility efficiency, improve leadership ability and respond to the development trend should be correctly handled.
