试论乌鲁木齐都统与伊犁将军之间的职权关系

The Simple Discussion on the Authority Relationship between Yili General and Urumqi Administrator

清政府于1762年统一新疆南北后,即设立伊犁将军,为新疆最高军政长官,管辖天山南北各地军政事务。其中东路地区由乌鲁木齐都统掌管,乌鲁木齐都统主要管辖新疆东部地区一切军政事务,但受伊犁将军节制,根据相关史料记载,乌鲁木齐都统受其节制的职权范围是随着新疆社会形势不断变化的。本文试从宏观角度分析和论述乌鲁木齐都统和伊犁将军之间的职权变化关系。

The Qing government unified the north and south regions of Xinjiang in 1762,immediately set up Yili general,was Xinjiang＇s highest military and political executive,which administered the military affairs and politics of the south and the north region of Tianshan in Xinjiang.In it the east region was in control of Urumqi administrator,the Urumqi administrator mainly exercised control over all of the military and political affairs of Xinjiang,but restrained by Yili general.According to the revelant historical data recorded,the Urumqi administrator is subject to Yili genaral with the changing social situation in Xinjiang.This paper will analyze and discuss the authority variation relationship between the Urumqi administrator and the Yili general.
