实施西部大开发战略以来,西部地区的公路建设得到长足发展,但西部高等级公路建设与全国高等级公路的差距明显。2008年以来,西部地区经济的快速发展要求加快高等级公路建设,国务院出台的关于扩大内需促进经济平稳较快增长的政策措施,也为西部高等级公路建设带来巨大机遇。在"十二五"期间,西部高等级公路将得到跨越式发展。在历史性的发展机遇面前,西部高等级公路的发展面临着融资和土地征迁两大瓶颈,就此从多角度分析这两大瓶颈产生的原因,并给予相关建议。

After implement of the strategy of the western development, the transport infrastructure in the western region has made rapid progress. However, the gap of highway construction between West China and the country is unceasingly widening Since 2006, the demand for high - grade highways in western region has sped up, and meanwhile, to offset the influence of the global economic crisis, the State Council promulgated 10 measures of expanding domestic demand to keep stable and rapid economic growth. All these are of great opportunities for the construction of the west in terms of high - grade highway. During the Twelfth Five -Year Plans, the western highgrade highways will achieve development by leaps and bounds. In a historic development opportunity, there are two major bottlenecks in the development of high - grade highway in the West. One is financing and the other land requisition. The causes of these two major bottlenecks are analyzed from all directions with corresponding suggestions given.
