摘要
依据重庆市2008年交通年度发展报告,由大量交通基础设施施工乃至道路设施维护等引发的"建设型拥堵"已成为道路拥堵的主要类型,此问题折射出现行市政道路管理体制的一些弊端。剖析市政道路管理体制现状,并对城市道路维护管理的权限分级原则进行研究,提出了市政道路管理体制改革的具体方案。
According to the annual traffic of Chongqing Development Report 2008, ＂construction - type congestion＂ caused by the large number of transport infrastructure construction and even maintenance of road infrastructure has become the main types of road congestion, this issue reflects the current municipal road management system shortcomings. On the status of the municipal road management system, the management of urban road maintenance authority to study the principles of classification proposed municipal road management system for specific programs is analyzed.
