从规划编制、规划的法律和规程、规划的公众参与性等总结了上一轮土地利用总体规划存在的问题。针对现状进行分析,对新一轮土地利用总体规划修编提出建议。

Now the revision of new land-use overall planning is woking in China. The problem is to revise the strategical, scientific, practical and operational planning. Through analysing some important issues emerged from the last planning,the suggestions of revision of new land-use overall planning were proposed.
